Smalls and popcorn are size grades of dried flower, not separate strains. Both come from the same plants as full-size buds. The difference is where on the stem the bud formed and how much leaf and stem sits in the jar. No US state sets a size standard for flower, so each producer defines its own cutoffs.
Popcorn is the smallest grade. These buds run about 0.2 to 0.5 inch across, close to a popped kernel. Smalls run about 0.5 to 1 inch. Full-size top buds run 1 inch and up. Price gaps follow the size gaps.
Pick first: smalls
Smalls carry the best value in most stores. You get whole flower with intact trichomes, a normal trim, and a moisture level that holds for weeks. Expect 20% to 35% off the full-bud price for the same harvest. A $45 eighth of top buds often has a smalls eighth at $28 to $32. THC on the label lands within 1 to 3 points of the full-size lot, because the lab samples the batch, not the bud.
Buy smalls when you plan to grind the flower. Joints, bowls, and vaporizers do not care about bud size.

Popcorn: when it makes sense
Popcorn costs less, often $15 to $25 per eighth. The trade-offs are real. More stem and leaf by weight means less usable flower per gram. Surface area to volume is higher, so popcorn dries out faster once the package opens. Trim is often looser. Check the pack date and squeeze a bud through the bag. If it crumbles, pass.

- Ask for the harvest date. Flower past 6 months loses terpenes.

- Look for seeds and mold. Both grades can carry them.
Verdict: buy smalls for daily use. Buy popcorn for volume on a budget, or for pre-rolls and cooking. Skip either grade if the pack date is old. Exact grade cutoffs are set by each producer, so ask the budtender where that brand draws the line.
